Europe’s lawmakers spent the day sewing together the twin threads of competitiveness and strategic resilience.

Boosting Europe’s laboratories

Choose Europe for Science dominated the morning debate. Members urged fresh money for Horizon Europe, quicker researcher visas and new tax breaks to keep talent at home. Several speakers warned that unless the EU narrows the gap with the United States and China, the next generation of breakthrough firms will be born elsewhere.

A leaner Carbon Border Adjustment Mechanism

During voting, Parliament approved a technical overhaul of the CBAM. The changes simplify reporting rules for importers of steel, cement and fertilisers, while giving customs authorities extra powers to stop circumvention. Rapporteurs stressed that a clear, predictable system is vital both for business and for the EU’s climate credibility ahead of the 2026 global stock-take.

New tariffs on Russian and Belarusian goods

MEPs backed a proposal to strip most-favoured-nation treatment from key Russian and Belarusian exports. Higher duties will now hit iron, steel and potash shipments, tightening the economic vise without touching essential food or medical supplies. The measure still needs Council sign-off but enjoys broad political backing.

Equivalence for Ukrainian and Moldovan seeds

Parliament granted temporary equivalence for field inspections and seed production in Ukraine and Moldova. The move should keep cross-border trade flowing despite the war and support farmers who rely on certified seed varieties each spring.

Nuclear research moves to the next phase

Lawmakers also adopted their stance on the Euratom Research and Training Programme for 2026–2027. The text sets aside funds for small modular reactors and nuclear medicine while tightening safety rules. Trilogues with the Council are expected to start after the summer break.

Looking ahead

The day’s decisions sketch a Parliament willing to couple economic security with open markets. Final talks with national governments will show whether the EU can move from headline pledges to workable law before elections next year.
